În zilele de 30 septembrie şi 1 octombrie 2011, Camera Deputaţilor şi Guvernul României - Departamentul pentru Românii de Pretutindeni organizează la Bucureşti, la Palatul Parlamentului, sala Nicolae Iorga, Forumul Românilor de Pretutindeni.
La Forumul Românilor de Pretutindeni vor participa 200 de reprezentanţi ai societăţii civile şi ai asociaţiilor românilor din afara graniţelor ţării, atât din cadrul comunităţilor de dată recentă - Italia, Spania, Germania, Marea Britanie, Statele Unite ale Americii, Canada, Franţa, Elveţia ş.a., cât şi din rândul comunităţilor istorice - Serbia, Ucraina¸ Ungaria, Albania, Macedonia, Bulgaria, Grecia şi Republica Moldova.
Prin acest eveniment dedicat mediului asociativ, organizatorii îşi propun să consolideze relaţiile dintre statul român şi etnicii români de peste hotare şi, totodată, să supună dezbaterii o serie de teme importante pentru comunităţile româneşti din afara graniţelor, astfel încât programele pe care le derulează statul român să constituie răspunsul adecvat la aşteptările acestora.
Activităţile Forumului Românilor de Pretutindeni se desfăşoară pe parcursul a două zile: vineri, 30 septembrie şi sâmbătă, 1 octombrie, în cinci sesiuni de lucru interactive, în cadrul cărora vor avea loc prezentări, discuţii şi dezbateri.
Ceremonia de deschidere va avea loc vineri, 30 septembrie 2011, la ora 9.30. Vor lua cuvântul Preşedintele Camerei Deputaţilor, doamna Roberta Anastase, Secretarul General al Guvernului, doamna Daniela Nicoleta Andreescu, Preşedintele Academiei Române, domnul Ionel Haiduc şi Secretarul de stat pentru românii de pretutindeni, domnul Eugen Tomac.

Since December 2010, popular uprisings in North Africa and the Middle East have led to a historic shift in the region, which has involved the active participation of all social strata and numerous civil society organisations.

 

In light of these developments, the European Economic and Social Committee (EESC) adopted an opinion on "Promoting representative civil societies in the Euromed region" at its 474th plenary session on 21 September 2011. There is no doubt about the political character of this opinion, which will be presented in the Euromed Summit of Economic and Social Councils and Similar institutions. "The EESC can play an active role in the new European Framework for cooperation with Mediterranean communities by supporting the capacity building efforts of independent and representative civil society. We can use our expertise in social dialogue and economic and social rights", explained Mr Dimitriadis (Employers Group, Greece), the rapporteur for this opinion.

 

Furthermore, as civil society's EU-level representative, the EESC can greatly help by advising national economic and social councils on participatory democracy and strengthening dialogue between employers and workers in the region. "The Euromed NGO symposium", held at the EESC in September 2011, this year's exploratory missions undertaken in Morocco and Tunisia, and the upcoming visits to Lebanon and Egypt are good examples of the EESC's active implementation of its cooperation with civil society from the Mediterranean countries. The Euromed Civil Society Summit that will be organised by the EESC in Istanbul in November will put together the conclusions of those activities with the aim of fostering cooperation at regional level.

 

 

EESC calls for a new growth model in the Euromed region

 

 

On 21 September 2011, theEESC adopted an opinion on the energy model and an information report on rural development, key elements for shaping a new Euromed society.

 

 

Rural development and employment in the Euromed region

 

"In Egypt 45% of income in rural areas comes from work in the public sector and in Morocco 87% of farm workers have no agricultural training at all. In order to bring growth to the people a radical structural reform is needed" said Mr Narro, rapporteur for the EESC opinion (Various Interests Group)

 

The uprisings in the region have not only highlighted abuses by dictators, but have also drawn attention to the urgent need for economic and social development in rural areas. "In Algeria 90% percent of the population live in 10% of the territory, which corresponds to urban areas near the coast." mentioned the rapporteur in order to illustrate the abandonment of rural areas. 

 

Food insecurity and high food prices are set to remain a problem in the region. For the EESC, the ideal solutions are: training, technology and innovation, without forgetting the reshaping of traditional sectors such as tourism and agriculture. Therefore, sector-based strategies supported at local, regional and national level must be implemented.

 

 

The promotion of renewable energies and the European Neighbourhood Policy: the case of the Euro-Mediterranean region

 

In January 2011 the European Commission decided to consult the EESC on the economic and social impact of renewable energy development, taking the example of the Mediterranean region.

 

The main message of the exploratory opinion adopted at the plenary session is the need for a coordinated approach towards renewable energies in the Euromed region, following the model of co-development. The Mediterranean's ecosystem is fragile and deteriorating due to economic growth and rampant urbanisation, and a "New Green Deal" is therefore needed for the region.

 

According to Mr Coulon, rapporteur for the opinion (Employees Group), a first step has already been taken: "We welcome the European Commission's initiative in rethinking its Mediterranean approach and advocating structured and reinforced cooperation, in which renewable energies are a key element". This approach should take into account not only the promotion of renewable energies, but also improved energy efficiency, network connections and interoperability.

 

"The social and economic risks stemming from rising supply costs and the repercussions for the energy bills of countries, households and businesses could intensify sharply as a result", warned Mr Buffetaut, co-rapporteur for the opinion (Employers Group).

the financial crisis:

 

We must exit the crisis and get the EU back on track

 

 

In light of the financial crisis and the budgetary situation in some EU Member States, the President of the European Economic and Social Committee:

 

-         expresses deep concern about the current situation, wants to see substantive action by the president of the European Commission and the Member States to address the threat currently weighing on Europe. The Committee's President calls for the measures intended to ensure a return to inclusive and sustainable growth and already agreed by the European Union institutions and the Member States to be applied;

 

-         reiterates its confidence in the euro as a political venture that is vital to the future of the European Union and gives its full support to an enhanced European Financial Stabilisation Mechanism and to restoring own resources for the European budget, in particular a tax on financial transactions;

 

-         recognises the need for structural reforms in the Member States and supports the European Commission's key and expanding role in providing back-up and guidance, especially with respect to the euro-area members facing the greatest difficulties and taking account of the need to guarantee the future of the European social market economy. Dialogue with the social partners and respect for their autonomy are vital and necessary for these reforms;

 

-         strongly urges the European Union and its leaders to announce, without delay, significant measures to strengthen the European Union's economic governance. At the same time, it is vital to strengthen European political and economic integration. An ambitious investment and employment support policy is needed, the future must be prepared for generations to come and the most vulnerable social groups must be protected. Structural reform alone is not a solution and risks pushing Europe headlong into a period of recession;

 

-         is convinced that the EESC members, together with social, economic and civil society stakeholders must join forces to play a pro-active role in this new drive to get Europe moving again. These are the best ways to recover a competitive, social and sustainable Europe;

 

-         advocates the launch of Eurobonds in order, among other things, to give a boost to investments, and any instruments that will affirm solidarity within the European Union and give proof of the EU's political commitment to the irreversibility of the euro.

 

The President of the European Economic and Social Committee is pledged to a strong, sustainable Europe that is a source of hope for its people.

On 21 September, the European Economic and Social Committee (EESC) approved two opinions to enforce the fundamental rights of EU citizens and combat the exclusion of people with disabilities. Following the Treaty of Lisbon, the Charter of Fundamental Rights has become primary legislation, and the EU must react accordingly.

 

During its September plenary session, the EESC gave the green light to two opinions, on the "European Disability Strategy 2010-2020" and on the "Strategy for the Charter of Fundamental Rights. Both texts are intended to combat discrimination and social exclusion in Europe and defend the fundamental rights of EU citizens. Furthermore, the EESC warns against any cuts in social expenditure due to austerity measures in times of crisis.

 

Strategy for the effective implementation of the Charter of Fundamental Rights

 

"It is time to defend citizens' rights at EU level. The implementation of the Charter of Fundamental Rights offers a unique opportunity to bring fundamental rights into the mainstream in the EU Institutions", said Gabriele Bischoff, rapporteur of the EESC's opinion and Member of the Employees' Group.

 

The EESC wants to strengthen the culture of fundamental rights at EU level and ensure that the Charter is observed also at national level, in particular in respect of social rights. Furthermore, the EESC believes that the legally-binding obligation to promote fundamental rights must lead to concrete activities. Citizens should be aware of their new rights under EU legislation.

 

"It is of the utmost importance that the participatory aspect of civil society be given a major boost when implementing the Charter of Fundamental Rights", added Cristian Pîrvulescu, co-rapporteur of the EESC's opinion and Member of the Other Interests' Group.

 

European Disability Strategy 2010-2020: A Renewed Commitment to a

Barrier-Free Europe

 

"One sixth of Europeans is a person with disabilities, and 70% are among the poorest persons in Europe. The disability strategy presented by the European Commission is a step in the right direction for persons with disabilities. On the whole, the Commission proposes a new approach to implement the UN Convention on the Rights of Persons with Disabilities ratified by the EU in December 2010, therefore legally binding. If fully implemented, the strategy could be of benefit to 80 million Europeans with disabilities", said Ioannis Vardakastanis, rapporteur of the EESC's opinion and Greek Member of the Other Interests' Group.

 

The EESC calls for the development of effective instruments to implement the UN Convention including the creation of a Disability Committee in the EU. The EESC is determined to extend the legal protection of the rights of persons with disabilities beyond the field of employment. Issues relating to disability must always be taken into account when developing and implementing social legislation and policies. Furthermore, a barrier-free Europe must be achieved through the adoption of a European Accessibility Act and the accessibility of public sector websites by 2015.

Kind reminder London Schubert Playest at Kings Place 19 September at 20.00

The London Schubert Players and Anda Anastasescu, the Quatuor Enesco from Paris and Musica Nova from Bilbao, would be delighted to see you next Monday 19 September at 8pm at our very special concert in the magnificent Kings Place arts centre.
 
It is a tribute to our remarkable European Union project, Invitation to Composers, and to its connection with George Enescu's last work, his beautiful and transcendental Chamber Symphony for 12 Solo Instruments (piano, flute, oboe, cor anglais, clarinet, bassoon, horn, trumpet, violin, viola, cello, double bass) that Kings Place became interested in our concert and is hosting it.
 
At 6.30 pm, in St Pancras Room there will be a free lecture by the distinguished professor, author and journalist Noel Malcolm, Enescu's biographer. Please join us for the lecture and concert which will present Enescu's Chamber Symphony for the first time in Britain ! Enescu wrote it on his deathbed and the result is a poignant testimony to his pain, regret and acceptance of his imminent mortality. The work bears similarities with the great aria of the Sphinx from his opera Oedipe in the dark and foreboding atmosphere of the Scherzo and the Adagio; but the trajectory of the work travels from darkness to light and the last movement is a combustion of light and free spirit.                             
 
Along the symphony you will hear some charming chamber music miniatures written by Enescu for piano trio, solo violin accompanied by strings and piano, and for the unusual combination of piano duet and solo violin.
 
The second half is dedicated to three works inspired by Enescu:
 
A Northern Symphony by Jonathan Östlund (Sweden, 1975 -) 
As I listen to Enescu's chamber symphony with its beautiful timbre of contemplation, it's as if it opens up a window for unfulfilled hopes and wishes to whisper farewell. It's a truly timeless music; able to cross a bridge reaching from the past into our own time and beyond - Ostlund.
 
Echoes of Times Lost by Bjørn Bolstad Skjelbred (Norway,1970 -)
Inspired by George Enescu's "Chamber Symphony" my work is also inspired by an old Norwegian folk tune, probably a psalm tune from the 17th or 18th century from Valdres: 'Oh, you beautiful years of youth, that disappear so hastily; I wanted to run on Roses and Lilies, but the world doesn't bring that kind of circumstances' - Skjelbred
                      
Three Sketches by Aurelian Bacan (Romania, 1985 -) 
They represent my vision about time. The entire work sketches three ways of human existence: the illusory being, the mystical being and the tangible one - Bacan

Proiectul muzical european "Invitatie catre Compozitori " in cadrul Festivalului George Enescu 2011



Avem placerea de a va invita la o noua intalnire cu muzicienii partcipanti la proiectul european "Invitation to Composers "- un proiect european initiat de catre London Schubert Players Trust in 2009 si dezvoltat in parteneriat cu Institutul Cultural Roman Paris si Asociatia Info Manager din Bucuresti, cu suportul Radiodifuziunii Romane si Comisiei Europene.
Acest proiect incurajeaza compozitorii contemporani sa scrie lucrari noi, inspirate de ideile muzicale din secolele XVIII, XIX si XX, imbinand elemente culturale din patrimoniul propriu.

Evenimentele din acest an din Romania fac parte in acelasi timp si din prestigiosul Festival George Enescu 2011.

Lansat în martie 2010, la Royal Academy of Music din Londra, în prezenţa Ambasadorului României la Londra, domnul Ioan Jinga, „Invitaţie către compozitori” prezinta noi creaţii muzicale, printr-un număr impresionant de concerte, ateliere, seminare, conferinţe şi prezentări de produse audio-vizuale şi de publicaţii, în Marea Britanie, Franţa şi România.

Aventura muzicală pe care o propune proiectul „Invitaţie către compozitori” conduce publicul şi interpreţii la sursa inspiraţiei muzicale, urmărind să creeze o nouă relaţie între compozitori, interpreţi şi publicul ascultător.
Compozitorii îmbogăţesc repertoriul muzicii clasice europene prin formule instrumentale inedite sau extrem de rare în repertoriul muzicii de cameră. Compoziţiile selectate anual sunt interpretate în concerte organizate în Marea Britanie, Franţa şi România, pe parcursul a doi ani (2010 – 2011). De asemenea, cele mai bune lucrări vor fi înregistrate şi publicate, prezentate, ca şi creatorii lor, marelui public.
Cinci lucrări aparţinând unor compozitori celebri - Schubert, Mendelssohn, Saint-Saëns, Messiaen şi Enescu, au fost alese ca „modele” de inspiraţie şi sunt interpretate şi înregistrate în paralel cu noile piese.
Publicul devine el însuşi parte a procesului de creaţie, participând la dialogul dintre compozitori şi interpreţi în cadrul mai multor seminarii şi ateliere.

"Motivaţia din spatele acestui proiect este potenţialul pentru crearea de oportunităţi pentru mulţi compozitori contemporani în mod simultan. Acesta prevede noi provocări pentru compozitori şi artiştii interpreţi promovând dialogul inter-cultural între compozitori, muzicieni şi public " – Anda Anastasescu, director de proiect.

In Marea Britanie este una din cele patru femei in sectia Artelor care au primit in 2003 distinctia European Women of Achievements in semn de ‘recunoastere a contributiei deosebite la intelesul si progresul tarilor Europene, si care reprezinta o sursa de inspiratie pentru altii’. (‘in recognition of an outstanding contribution to pan-European understanding and progress that provides an inspiration to others’.)

In Septembrie 2004 Presedintele Romaniei i-a inminat la Londra decoratia de Comandor al Ordinului Meritul Cultural.

Anda Anastasescu s-a nascut la Bucuresti unde a urmat cursurile liceului de muzica George Enescu si a conservatorului Ciprian Porumbescu. In Bologna (Italia) si Granada (Spania) a urmat cursuri de dirijat si fenomenologie muzicala cu Sergiu Celibidache.

Dupa cistigarea, in 1974, a concursului international Claude Debussy de la St Germain-en-Laye, Paris – in unanimitatea juriului prezidat de compozitorul Georges Auric – si in 1975, a concursului de concerte din Hounslow, Londra, Anda Anastasescu a inceput o cariera internationala care a evoluat pe cinci continente. Marele critic francez de origine romana, Antoine Goléa, a scris despre ea dupa un recital la Paris: “ ‘Inca un pianist !’ veti spune. Nu, de acest nivel nu vor fi niciodata destui in lume.”

Printre dirijorii de calibru cu care a cintat se numara Yan Pascal Tortelier, Barry Wordsworth, Sian Edwards, Lim Yau si Mircea Cristescu, cu orchestrele BBC, Comunitatea Europeana, ansamblul Salzburg Mozarteum precum si orchestre din USA si Asia. A concertat in sali prestigioase ca Royal Festival Hall si Wigmore Hall, si a avut ca parteneri de scena pe marele cintaret Willard White; cunoscutul trompetist britanic John Wallace; distinsul violonist Stanley Weiner (concert-maestru al Filarmonicii din New York sub titulatura lui Leonard Bernstein; clarinetistul Nicholas Carpenter - titular al London Philharmonic Orchestra; si Raymond Carpenter - clarinetistul titular al Bournemouth Symphony Orchestra sub bagheta lui Silvestri). In 1999 a fost invitata sa concerteze in Londra, Paris si Geneva Sinfonia Concertanta de Dinu Lipatti in concerte dirijate de Yehudi Menuhin - dupa ce cintase in prima auditie Dansurile Romanesti pentru Pian si Orchestra ale lui Lipatti in Anglia si Republica Irlanda cu orchestra filarmonica din Targu Mures. A inregistrat pentru BBC, Radio National Francez si companiile Cressidia Classics si Electrecord.

In 1989 Anda Anastasescu a format orchestra London Schubert Players ca orchestra-in-resedinta a Institutului Francez din Londra. Cu ei a sustinut concerte in festivaluri internationale prestigioase (Windsor, Three Choirs, Lichfield, Santander, Rio de Janeiro etc.); in seriile londoneze de la South Bank, Barbican, St. John’s Smith Square, Fairfield Halls, St. Martin-in-the-Fields etc.; si in turnee in Anglia, Norvegia, Franta, Olanda, Elvetia, Spania,Romania, Brazilia, India si Sri Lanka. Unele din turnee au fost organizate si sponsorizate de British Council.

In Octombrie 1990 Anda a adus orchestra in Romania intr-un turneu dedicat revolutiei si centrelor de copii handicapati din Bucuresti, Iasi si Bacau. In afara de concertele publice la filarmonicile din Bucuresti, Iasi, Bacau, Brasov, Botosani si Galati, orchestra a dat concerte pentru sutele de copii in salile de gimnastica ale centrelor. Concertul orchestrei la Ateneul Roman a fost inregistrat de Electrecord pe discuri LP iar din vinzarea acestora Anda a cumparat in persoana televizoare pentru dormitoarele celor 600 de baieti de la Centrul de Copii No. 10 din Bucuresti.

Intre 1991-1995 Anda Anastasescu a initiat si a produs - sub patronajul lui Yehudi Menuhin - patru editii ale Festivalului International Constantin Silvestri la Targu Mures, (unde Silvestri a copilarit si si-a inceput studiile musicale) in memoria marelui muzician roman devenit dirijorul permanent al orchestrei Bournemouth Symphony din Anglia (1961-69) si cetatean britanic in 1967.

Una din personalitatile care au luat parte la festival (1992) a fost Dr Malcolm Williamson, Master of the Queen's Musik (titlul compozitorului oficial al Reginei Angliei), care a fost prezent la Premiera lucrarii sale, Simfonia No.2 Un Pelerin pe Ocean, dedicata lui Constantin Silvestri in 1968. Concertul a avut loc la Sala Radio, Bucuresti. Printre alti invitati de onoare au fost: Raymond Carpenter (clarinet), Rowena Ramsfeld (violoncel) si Roger Winfield (oboi) – toti trei Instrumentisti-titulari in orchestra lui Silvestri din Bournemouth. Festivalul s-a bucurat de interesul si participarea revistei The STRAD (Helen Wallace, editor) si BBC Radio 2 (producer Barry Knight).

In 1994 Anda Anastasescu a organizat un turneu de noua concerte in Anglia si Republica Irlanda pentru orchestra Filarmonicii din Targu Mures care a concertat sub numele de Constantin Silvestri Philharmonic.

In 1996 Anda Anastasescu a initiat infratirea oficiala a orasului Targu Mures cu Bournemouth.

In 1997 a fost invitata sa devina presedinta Fundatiei Internationale Constantin Silvestri infiintata la Targu Mures. In numele acesteia, Anda a infiintat bursele de studii Silvestri acordate anual - prin concurs national la Targu Mures - tinerelor talente de 16 ani din Romania pentru studii academico-muzicale la scoli britanice prestigioase, cu vechi traditii istorice (Pocklington ; Stewarts Melville; Mary Erskine; Chetham’s; Trinity). In 2008 bursele Silvestri au implinit un Deceniu de activitate neintrerupta, soldata cu 20 de Bursieri Silvestri cu burse integrale.

In stagiunea 1999-2000, la implinirea a 30 de ani de la moartea lui Silvestri la Londra, Anda Anastasescu a prezentat un turneu de concerte comemorative insotite de expozitie, lansat cu doua manifestari la prestigiosul complex artistic Royal Festival Hall din Londra si continuat la Edinburg, Birmingham, Paris, Roma, Praga, Budapesta si Haifa. Pentru aceste activitati Uniunea Criticilor Muzicali din Romania i-a acordat Dnei Anastasescu un premiu pentru promovarea internationala a muzicii romanesti.

Anda a fost invitata de catre Consiliul Britanic de citeva ori la Bucuresti, cu recitaluri de pian la Ateneul Roman si Muzeul George Enescu. De asemenea, Consiliul Britanic din Malaezia a organizat citeva recitaluri cu Anda Anastasescu, care au inclus lucrari de Silvestri. Acestea au fost cerute ulterior, de mai multi membri ai publicului si de tineri pianisti.

In 2002 si 2004 Anda Anastasescu a organizat in Marea Britanie doua turnee educative pentru orchestra liceului de arta George Enescu din Bucuresti (a carui eleva a fost) care a sustinut concerte cu lucrari de Enescu, Silvestri, Benjamin Britten si Vaughan-Williams, cintind impreuna cu orchestrele cunoscutelor scoli Yehudi Menuhin, St Paul’s, Christ’s Hospital si Chetham’s.

In 2003, in cadrul manifestarilor de sarbatorire a centenarului compozitorului englez Sir Lennox Berkeley si a aniversarii de 90 de ani de la nasterea lui Constantin Silvestri, Anda Anastasescu a fost invitata sa concerteze in nenumarate festivaluri britanice si la prestigioasa sala londoneza Wigmore Hall - unde a continuat sa prezinte anual, in prime auditii Britanice, compozitiile de pian ale lui Silvestri.

In 2005 – 2006 a initiat si organizat la Londra primul festival britanic de compozitori romani, A Romanian Musical Adventure. Festivalul a fost sponsorizat de MAE/DRRP si a avut un mare succes. Anda Anastasescu a fost invitata sa prezinte proiectul si ecourile acestuia in cadrul primei conferinte internationale a comunitatilor romane de la Bucuresti, Octombrie 2006.

In Iulie 2007 a initiat primul Forum international de compozitie Constantin Silvestri la Academia de Muzica din Cluj.

In Octombrie 2007 a infiintat la Londra compania de discuri Romanian Musical Adventure (RMA) dedicata lucrarilor compozitorilor romani (www.romanianmusicaladventure.org). Compania a lansat in Octombrie 2009 un album cu doua CDuri cu Constantin Silvestri dirijind Bournemouth Symphony Orchestra in lucrari de Enescu, Silvestri, Mozart, Dvorak si Prokofiev.

In stagiunea 2007 – 2008 a fost invitata de catre Centrul de Arta The Crossing din Worksop (Anglia) sa devina primul ‘Patron’ muzical al Centrului prin serii de concerte in-resedinta cu London Schubert Players.

In 2008, cu ocazia aniversarii a 95 de ani de la nasterea lui Silvestri la Bucuresti, Anda a concertat - pentru ICR (Londra si Lisabona/Braga) si pentru Dacia Arts Foundation in Birmingham - in programe speciale care au inclus lucrari de Silvestri si alti compozitori romani (Enescu si Vieru).

In 2008 a lansat proiectul international de compozitie Invitation to Composers. Proiectul a fost selectat de Uniunea Europeana pentru Programele Culturale si Educative 2009 – 2011. Proiectul se va desfasura timp de doi ani in Marea Britanie, Romania si Franta. Proiectul va debuta in Martie 2010 la Royal Academy of Music in Londra ; in Octombrie la Sala Mare a Radiodifuziunii din Bucuresti si in festivalul Toamna Muzicala Clujeana; in Noiembrie la Ambasada Romana si Salle Cortot din Paris (sala apartine celebrei Ecole Normale, unde Enescu a fost profesor).

Anda Anastasescu a facut parte din catedra de pian a Guildhall School of Music (Londra) si a sustinut cursuri de maiestrie in Marea Britanie, Romania, Norvegia, Franta, Spania, Elvetia, India, Malaezia, Indonezia si Singapur.

Este casatorita cu jurnalistul englez John Gritten, autorul biografiei lui Constantin Silvestri A Musician before his Time publicata la Londra in 1998.
