Civil Society's perspective on cohesion policy

The 480th plenary session of the European Economic and Social Committee (EESC), to be held on 25-26 April, will address civil society's concerns about cohesion policy and its social and economic consequences.

On Wednesday, EESC Members will share their views on cohesion policy with Johannes Hahn, Commissioner for Regional Policy, and Michel Delebarre, former President of the Committee of the Regions.

The opinions and topics to be voted on at the forthcoming plenary session include:

 

EESC to adopt 5 opinions on the Commission's cohesion policy package:

The five opinions to be adopted by the EESC reflect a broad support for the Commission's October 2011 Cohesion proposals, but seek to reinforce the involvement of civil society in the EU's cohesion policy. ECO/314 on the Common Provisions Regulation (rapporteur Ioannis Vardakastanis, Group III) reiterates the EESC's demand for a stronger partnership, argues for simplification of administrative procedures, underlines the positive impact of thematically focussed intervention and pleads for the establishment of common indicators. As far as the European Regional Development Fund is concerned, opinion ECO/316 (rapporteur Etele Baráth, Group III) highlights its potential impact on convergence objectives and competitiveness; whilst agreeing on thematic concentration, the opinion also recommends greater flexibility to make the territorial approach easier to apply. In ECO/315 on the Cohesion Fund (rapporteur Carmelo Cedrone, Group II) the EESC further endorses the Commission's decision to concentrate on key thematic areas as a means of reducing waste, directing resources towards specific activities and boosting the multiplier effect that can generate growth and jobs. ECO/317 on the Commission's proposal on Territorial Cooperation Regulation (rapporteur Viliam Páleník, Group III) builds on the aforementioned points and in ECO/318 (rapporteur, Luis Miguel Pariza Castaños, Group II) the EESC concurs with the EC's approach regarding changes to the European Grouping Territorial Cooperation and the proposed multilevel governance system, in which social partners should have a major presence.

 

Towards an EU criminal policy

The EESC welcomes the Commission's overall approach and approves of its proposal to put a policy in place to guide EU actions relating to criminal matters. At the same time, in its opinion (rapporteur Edouard De Lamaze, Group III), the EESC expresses its concerns about the degree of protection of fundamental rights in relation to EU criminal sanctions and emphasises the need to give more attention to the criminal liability of legal persons; this is still a controversial topic among Member States.

 

On the way to full harmonisation of audit services

Following the economic crisis, the EU decided to undertake a regulatory reform in various domains of the financial sector. The EESC will approve an opinion at this particular plenary session, on statutory audit and statutory audit of public-interest entities (rapporteur Peter Morgan, Group I). Although the EESC welcomes the Commission proposals, it disagrees with the audit-only firms approach. The formula to determine when an audit firm is disbarred from offering non-audit services should be discarded.

The EESC also has a major concern about the applicability of the regulation on statutory audit of public-interest entities to SMEs. According to the Commission proposal, if an SME has shares listed on a stock exchange, it is defined as a public interest entity and is therefore subject to the extensive and prescriptive provisions of the regulation, which are clearly designed for the auditing of banks.

 

Public procurement in times of crisis, a great opportunity to boost the single market

In Europe, public authorities spend around 18% of GDP each year on supplies, works and services. Given this volume of purchases, public procurement can be used as a powerful lever for achieving the single market. Given the current budgetary restrictions and the economic crisis, public authorities must ensure the optimal use of funds in order to foster growth and job creation. That is why the EESC has decided to back the reform of the public procurement legislation and the modernisation of the procurement system.  In the opinion on public procurement and concession contracts (rapporteur Miguel Ángel Cabra de Luna, Group III), the EESC seeks to include social and environmental criteria when awarding public contracts, give special consideration to social enterprises and foster the participation of SMEs.

                                           

The CAP post-2013

The EESC will adopt an opinion on the reform of the Common Agricultural Policy (CAP) after 2013 (rapporteur Dilyana Slavova, Group III). The EESC backs the effort to close the gap between the level of support received by farmers in different Member States. The redistribution of financial resources among Member States should be balanced and fair.

Furthermore, the European agricultural model cannot operate at world market prices and conditions without sufficient financial resources. The extreme price volatility experienced in recent years points to the need for more effective market management instruments. According to the EESC, better supply-demand coordination and rebalancing of market power along the food supply chain are needed.

Finally, the EESC wants to see flexibility between direct payments (Pillar I) and rural development (Pillar II).

 

Cooperative enterprises, serving common economic and social goals

On the occasion of the UN's international year of cooperatives 2012, the EESC wishes to promote and protect cooperative enterprises as an essential part of European industry. In times of crisis, cooperatives are in fact more resilient and stable than other forms of enterprises; despite this, they have also developed new entrepreneurial initiatives. According to the EESC opinion on cooperatives and restructuring (rapporteur Marie Zvolská, Group I), cooperative enterprises should be taken into account in all EU policies contributing to smart, sustainable and inclusive growth and should have better access to EIB/EIF financial mechanisms.

 

Following the Danish Presidency's request, the Committee will adopt an opinion on the promotion of sustainable production and consumption in the EU. Working on the assumption that our way of life needs an overhaul, the opinion drafted by An Le Nouail Marlière (Group II) will set out the policy tools and instruments that are the most conducive to making that happen. A new tax policy, ways of phasing out non-sustainable products and greening of public procurement procedures will all be tackled. As sustainability is as much about behavioural change as about anything else, another opinion, which was requested by the Presidency and drafted by Edgardo Iozia (Group II), will deal with energy education. It will present innovative education tools and teaching and training methods that make the most of new information and communication technologies. The Presidency has also asked the EESC to look at the future of the European environmental policy. In its opinion, drawn up by Lutz Ribbe (Group III), the Committee is expected to call for a better coordination of various policy initiatives and careful balance between economic and environmental considerations.

The latest resistance against this beast, was in Moldova in April 2009. Why the greatest genocide in history remains still unknown, even to our own citizens??...mute silence.
Considerately, the current critical government of Republic of Moldova declared yesterday - 7 April - a national day of Freedom...while thousands of moldovans, best minds and hands continue to have no other option than to emigrate in search for this freedom from poverty, corruption and zombie politics.  Pardon us, but the entire World needs more Sacrifice, Charity and Dignity!!! don't you agree?

Is there room for sustainability under the current economic crisis?

 

 

The critical situation Europe is experiencing has placed economic growth at the forefront. Consumer's confidence, industrial production, manufacturing and trade sale are topics on everybody's lips. But what exactly are consumers' expectations? Is it possible to make sustainable consumption a mass-reality in times of crisis? These and other questions were thronged and tackled at the 2012 European Consumer Day, held today in Copenhagen and organised by the European Economic and Social Committee and the Danish Consumer Council.

Marking the 2012 European Consumer Day, the conference "Sustainable consumption[1] in a time of crisis" brought together European and Danish representatives to analyse present and future strategies to promote sustainable consumption and production alternatives.

"I am convinced that the difficult times we are facing are an opportunity to promote sustainable consumption. Fundamentally transforming the foundations of our economy is the greatest contribution we can make towards building a sustainable future, where consumers are expected to play an active role. Let us give them tools to make smart, well-reasoned choices and to be better informed! Let us make sustainable products a real choice for consumers!" stated EESC President Staffan Nilsson, at the opening session of the conference.

"The current economic crisis has given us a opportunity to think about our economic patterns. We should empower consumers to make a green choice and thus contribute to a economy where we address resource efficiency in our daily lives as consumers", added Ole Sohn, Danish Minister for Business and Growth.

 

The future is at stake

The current European system of production and consumption is seen as environmentally unsustainable, especially in its dependence on energy, materials, land and water, and its impacts on the global climate and biodiversity. If everyone in the world lived a European lifestyle, we would need over 2.5 planets. That's why a dialogue is needed; involving EU institutions, national and local governments, and all the social partners. This dialogue must also be connected to action.

In Europe, consumption growth outweighs gains from improved technologies, and the largest environmental pressures from consumption are related to the life-cycle of food, housing and mobility. "Today it is often much more expensive or not even an option if consumers want sustainable products and services. That needs to change. Sustainable consumption ought to be the easiest choice for consumers", insisted Rasmus Kjeldahl, Executive Director of The Danish Consumer Council.

Sustainable consumption must be seen as an opportunity to boost new economic models while preserving the environment and our resources. The EU is already experiencing some tendencies that lead to a shift towards sustainability. "Recent policy initiatives and forthcoming legislative reforms will help consumers become prominent participants in a sustainable European economy. In particular, we should ensure the implementation of proper information standards that can guide consumer choices", concluded Malcolm Harbour, President of the Internal Market and Consumer Protection Committee at the European Parliament.

Background

At the 1992 Rio Earth Summit and the Marrakech Process European governments made a commitment to propagate the elimination of unsustainable consumption and production patterns. Furthermore, sustainable consumption and production are key aspects of the United Nations Conference on Sustainable Development, and will therefore be at the heart of the Rio+20 negotiations in June.

15 March is the International Consumer Rights Day. The choice of this date echoes a declaration made by President John Kennedy before Congress on 15 March 1962, during which he called for consumer rights to be defended and, subsequently, set out four fundamental rights: the right to safety, the right to be informed, the right to choose and the right to be heard.

The history of the European Consumer Day dates back to 15 March 1999, when the first event of this kind was organised by our Committee in Brussels. Today we mark the 14th edition.

Civil Society representatives address the economic crisis with President Barroso and Vice-President Almunia

 

The 478th plenary session of the European Economic and Social Committee, to be held on February 22-23, will address civil society's main concerns about the current economic crisis and its social consequences.

On Wednesday, President José Manuel Barroso is going to explain the European Commission's position on the Europe 2020 Strategy and outline the preparation of the Spring European Council. President Barroso and EESC President Staffan Nilsson will sign the renewed EC/EESC Cooperation Protocol. Also on Wednesday, President Nilsson will mark the mid-term of his mandate and look at challenges ahead.

On Thursday, the Vice-President of the European Commission Joaquín Almunia will discuss the reform of State aid with the EESC.

Annual Growth Survey 2012

With a view to the Spring European Council, the Committee discusses its opinion on the Annual Growth Survey (AGS) and highlights its priorities for action at both national and EU levels for 2012. The need for forward-looking, growth-enhancing reforms and for these to be concretely implemented in all member states is emphasised. Additionally, the Committee reiterates the necessity for all three aspects of growth - smart, sustainable and inclusive - to be interlinked and mutually reinforcing.

Concern regarding grave austerity measures within the AGS is expressed in the draft opinion. The opinion suggests a carefully crafted balance between fiscal consolidation and growth. A Committee consensus, concerning the European semester, purports the need for full involvement of organised civil society.

 

 

How to involve civil society in financial regulation

Inadequate regulation and supervision of financial markets are considered main causes of the financial crisis. Consequently, this matter should be recognised as a major concern to civil society, whose interests are largely under-represented in the sector. The EESC is well positioned to rectify the lack of civil society involvement since it includes representatives of financial industry associations, consumer organisations and trade unions. The opinion not only encourages European institutions and member states to count on civil society; it urges civil society to make their voices heard and calls upon the financial industry and other actors, including academia, think tanks and media to also play their part.

 

 

Growth and sovereign debt in the EU: two innovative proposals

The EESC considers the Euro problem to be primarily political rather than economic. Therefore, the solution lies in changing economic policies, boosting competitiveness and consolidating fairness, solidarity and cohesion. The EESC's proposal advocates the introduction of two complementary but distinct EU bonds: Union bonds for stabilising debt and Eurobonds for recovery and growth. Additionally, a share of the net inflows into Eurobonds is suggested to be used to finance a European venture capital fund.

 

 

Measurable EU targets for specific groups in employment policy required

In the coming years Europe will navigate an exceedingly fraught employment situation. Austerity measures pose risks of increasing poverty and social exclusion, affecting the most disadvantaged groups, especially young people. The EESC claims that, despite the crisis, national and EU funding for employment should be maintained or even increased, where needed. Tackling unemployment should take high priority in the new guidelines of the European Council. A speedy, targeted and coordinated investment should be carried out to ensure a high employment impact, accompanied by measurable targets for women, young people, older workers and other vulnerable groups.

 

 

A Convention to protect the social acquis in upcoming treaty amendments

The EESC welcomes Commission and Member States’ efforts to improve economic and budgetary coordination for the EU. However, the EESC dismisses the current structure of the European Economic Governance, as it primarily focuses on economic policy, leaving social aspects aside. Converse to and in contrast with EU2020 goals the austerity measures will have negative repercussions for access to and quality of services, and could damage growth, employment and social inclusion. The posed risk assumes that the increasing national and regional disparities can reduce economic and social cohesion and in turn constitute a threat to European integration. The EESC stresses the importance of assessing the social impact of the new economic governance rules and calls for a Convention to be set up with representatives of European and national parliaments, social partners and the  EESC to establish a strategy for securing social progress during future treaty amendments.

 

 

Trans-European network

"Trans-European network" is likely to be the buzz-phrase of the February plenary session, as the Committee intends to adopt a range of opinions on telecoms, transport and energy networks in Europe. It will tackle the financing of these networks head-on and is expected to embrace the idea of EU bonds for infrastructure projects. "This should trigger a multiplier effect by leveraging the public and private capital required for investment needs estimated at EUR 1 000 billion", said Raymond Hencks (Luxembourg, Workers' Group), rapporteur for one of the opinions.

I hope you don't mind me contacting you but I am writing from the Tricycle Cinema in North London. We are very excited to be hosting a special screening of the Romanian film Morgen, plus a Q&A with the lead actor of the film Andras Hathazi, as part of our International Film Season.

Morgen to screen at the Tricycle Cinema, London + Q&A with András Hatházi

The Tricycle Cinema in Kilburn, North London has included a special screenings of the Romanian film, Morgen as part of its International Film Season. The season celebrates the International submissions to the Foreign Language Film category at the 2012 Oscars.

Nelu, lead character of Morgen, works as a security guard in the local supermarket in Salonta, a small town on the Romanian-Hungarian border and a key crossing point for illegal immigrants to Hungary and the West. For Nelu, each day is the same. Fishing in the river at dawn, then work, and finally home with his wife.

One morning, Nelu “fishes” something different out of the river: a Turkish man trying to cross the border… The two men are unable to communicate with words, but Nelu provides the illegal emigrant with clothes, food, shelter and a far-fetched promise to help him accomplish his journey.

Following the screening, lead actor Andras Hathazi, will take part in a Q&A.
